The benefits of using PDF for electronic submissions are clear. However, what was initially a convenient format is now becoming the standard and with that, the expectations for the submitted file are growing. If the last step of a submission was creating a PDF file from a single Microsoft Word document then the submission would be in a perfect format. Unfortunately this situation is rare, final reports often contain scanned pages, 3rd party study reports, protocol documents all provided in Word or PDF format.

These scanned components of the final submission, although ending up in a PDF file, are not themselves searchable and often scaled so the final font is below the recommended size.
